Check for prices on a Ryzen 5600X and a B550 motherboard. You should be able to find both for about the same price as the intel parts in your list.

It's not an issue. The motherboard may have a Ryzen 5000X ready sticker on it. If it doesn't, you need an USB to update the BIOS.

The b550 boards were produced prior to 5000x series from amd, so the bios version that's on the board may not support the 5600. However, most boards have been updated with the new bios so you don't have to. But just in case, if you get a board that has the bios backflash, you'll be able to update the bios yourself if needed without having a cpu inserted.

It wouldn't matter much. The MSI b550 tomahawk or a Asus B550. Mostly make sure it has the ports you need.

As other people said, Ryzen 5 5600X with a B550 board is a great option. 4000MHz RAM is a bit overkill, the extra performance over 3600MHz is minimal, you could save a few dollars on that
