You are kinda wrong and right at the same time. As you said, there are 2 ways to get a Godrune so far, either by getting insight using a keystone, or by gaining insight by yourself.
And that's the important stuff, Arthur isn't gaining Godrunes Randomly. Destruction was gained after Arthur continuously kept destroying his limbs to forge his Aether passages and by using the Aether blast or cannon, basically he was concentrating a large amount of Aether into one point of his body wich made it burst, this understanding allowed to get the Destruction Rune, though to be fair, it's kinda weird since the rune seems to be incompatible and talks to Arthur. Still the thing to remember here is that to get a rune, a level of understanding is needed.
If we take the example of Godstep, it's an ability that Art didn't get by just using Burst Step with Aether. Art got an idea after using Burst Step in the convergence zone, and that is for him to slip through Aether frequences, and that idea gave birth to God Step, since that's what happens, Art travels through frequences that are thin and look like worm tunnels and is able to teleport. The level of understanding here was already there since he was already familiar with concepts such as Teleportation plus his affinity towards Spatium allowed to easily master this rune.
So to get any rune/Godrune, a level of understanding is needed, a creative idea to use and shape that power, and the ability has to be powered with only Aether.
As for why you get a rune if this criterias are fulfilled is unknown to us, but if I had to theorize, I see them as badges that recognize the feats that you accomplished. As for who bestows these badges, well it's Aether itself, it is a sentient element afterall.

You're spot on. Tho I wouldn't call it 2 ways, since it's still one way. He needs the understanding of whatever the godrune requires in order to get access to a godrune. The keystones are like those childrens toys with the different shapes and holes. You can't explain it to a child why different shapes goes into different holes. But when he plays with it, he will learn it, and can only complete it, when he gets an insight into it. The same thing applies to the keystone. It's a "toy" that helps you understand a certain aspect of reality.
However I personally hate that when people bring up some sort of affinity towards aether arts. Only the dragons are limited by something like that, since the runes they are born with are stuff that they don't hold any proper insight into, and couldn't use it if it wasnt born with them.
It's the same thing as saying you have an affinity to your right arm, and don't have affinity for a tail.
That's how dragons use aether, and did art through Sylvia's will.
He has a modern understanding of the world. Explaining spacetime to someone in the middle ages would be near impossible. Art has no affinity to space aether art, he has deeper understanding for that than some others.

Really good analogy. I saw them as paths towards a Rune, a compass, but i never thought about them this way, really nice analogy.

Yeah, I also think that it's a bit crude to say that each person has a special affinity towards a certain aspect, while the whole thing revolves about getting knowledgeable, so no affinity is needed, only imagination.
I would almost say he’s too compatible with destruction, rather than incompatible. It tries to basically consume him because he’s too perfectly aligned to it. Fate is the one that he’s incompatible with, hence why he can’t draw it out fully. He had to slowly learn and master godstep but he had prior knowledge and mastery over it plus some guidance. Destruction just seems to overwhelm him since it seems more instinctual rather than him needing to learn to control it and his instincts just tell him to destroy everything when he uses it. Destruction can be constructive but Arts instinct seems to just be destruction for the sake of destruction. At least that’s how I see it. I may be completely wrong.
Yeah there's nice responses to this but about the time abilities you mentioned, for 1 you could say Art has mild insights into "Static void" that could lead him to get a rune of the same effects or greater .
2, Art has Aroa's requiem which is also Aevum based so another mild insight (depending on how relevant it is to that specific Static void rune) might be of help in gaining further insights into Aevum which could help with this ability.
3 and finally, Aroa's requiem which he already has, might be all he needs to develop a static void spell. Why? It's a time rune and 2 I don't think Grey has really delved into it much. Although he got this say 40-50 chapters ago, I think we can agree everything has been fast paced and we haven't really seen too much development of certain abilities. But I digress.
The Main reason for this theory that Aroa's requiem can simply be expanded on is cz in the keystone, we see that it touched on not only the past for restoring dead relics or the present for perhaps 'orb of long range stalking' abilities but also future which could have other uses.
For now we'll focus on past, present and future. If it encompasses all 3 then is it too hard to just... Stop?
If this rune used to its full understanding could help him rewind time on more that dead things and people like we saw, then surely it can pause time. Or at the very least be helpful for gaining heavy insights Into a rune that can which when Art kind of thinks about, he'd suddenly get. Kinda like with Burst step and the aether cannon giving him Destruction and "Steps?"
Insight gives you the rune, keystones help you get insight. The destruction rune took the shape of fire and God Step lightning, because that's how Grey envisioned them.
