Yes! Tony Shalhoub wore one in Men in Black. They typically have to be custom made, and they have to be specially weighted to keep them still. Contact lenses tend to just naturally rotate and without the weight, you'll end up with a googly eye instead of a lazy eye.

Nah, just shop around on Google. There's tons of places that do custom ballast weighted fx lenses.

You're literally going to need them custom made because they'll have to color match your actor's eye. Places like eyeinkfx.com or 9mmsfx.com will do custom designs if you reach out to them. Another option is to use "blind" scleral lenses and do the lazy eye in post, but that's a lot of work.
