Can anyone explain to me why surrender vote isn't decided by the majority (3/2 votes) ATLEAST in normal?

People play the game for different reasons so it wouldn't be unreasonable to assume that people refuse to surrender for a myriad of reasons as well. Maybe they are enjoying the game and having fun? Maybe they want to see if they can beat the impossible odds? Maybe the struggle offers a unique opportunity for practice that the next game may not? Or perhaps they just enjoy seeing their team members spam "_____ is holding us hostage! Report them! FF please!!!". These are just a few possible reasons and a player could have multiple reasons for not doing so.

100% so many games are lost just because ppl in the team think its over, in normal games especially enemy teams who are ahead often make cocky plays that you can punish and make a comeback

Thats an easy answer. 3 person premades can queue together, and they could surrender a game while the other 2 doesnt want to. It requires 4 YES votes bcs 4 person premades cant queue together (well now they can in normals), so a premade group cant troll the random ppl on their team.

Think it was changed so they can in normals for some time now, but its a remnant from those times when normals also had this restriction.

A premade of 2 can hold everyone hostage, however.

Well yes. You cant make a perfect system. But it happens much less than the other way around.
