You turn in treasury notes at gold bullion vendors in foundation and crater. You get treasury notes by doing events with exclamation marks and the 3 quests that are daily related to wastelanders. I don't think you need to finish wastelanders anymore to access it but you used to. I assume he is wearing brotherhood recon. It's not tradable at all.

You must complete the Raiders/Settlers questline to be able to collect gold and buy gold bullion items. They are not tradeable between players. If you are new, it might be a while till you are able to get to that point.

They changed this recently/Bethesda messed up. You can get treasury notes right off the bat now apparently, and with Minerva she sells plans normally you would have to grind rep for. Hence lower level and lower rep players can get end game plans before that. I just bought the gauss shotgun and plans for my newer character (didn’t have to grind my rep).

I know you get treasury notes even without doing the quest lines, I have no idea if you can actually turn them in for gold tho. Before Minerva showed up, most gear plans were in the vault anyway so you could not buy it without doing the quest. Maybe OP can find out, or is it already known?

As /u/Reasonable_Answer586 pointed out, they changed (borked?) the system with the introduction of the trader Minerva. If you join world events (they show on the map with a question mark) you will be able to collect so called treasury notes, you can turn them in for gold bullion at crater/foundation and buy whatever Minerva offers without finishing the quest lines I mentioned.

You already got your answer, several times over. So I'll just make one minor correction; That's not the chest piece that Shin wears. [He wears](https://static.wikia.nocookie.net/fallout/images/1/14/FO76SR_Knight_Shin_Fort_Atlas_injured.jpg/revision/latest/) a heavy combat armor chest piece with the BOS paint/mod applied to it. You can get this yourself too, and it requires no bullion at all, only caps.

I'm pretty sure I bought them from Grafton station vendor. But that was lobg all. They can also drop. Someone can also mods them and trade them back to you

Doing events with the exclamation mark will give you treasury notes and legendary cores. You turn the treasury notes in to the gold bullion machine for gold, you can do 40 treasury notes a day (400 gold). You can also buy gold bullion for caps from that American’d out guy at the wayward bar upstairs. Gold bullion machines are at foundation, crater, and…. I think that’s it.
