You don't, sorry. Once the elastic is shot in polyester/spandex fabric, there's no good way to re-elasticize it. You could embroider a grid over the spot and strategically tighten threads to reduce the bulge — but it's always going to be crumpled/puckered and, as you said, it's not a great spot for a weird puckery design. Petroleum-based fabrics are just hard to make look nice again after they start breaking down.

Yeah. Once the elastic goes you can't tighten it up again. OP could also maybe trim out the bulging section and do a patch over the hole to get a flatter repair, but that's a little risky.
