How is it that Part 4 Ep 16 is so pretty ? It looks very different than the rest of part 4, and I wonder why?

As far as I know, this episode has a different episode director who also in charge for the storyboard; and a different animation director who handled the key frames by himself, so this gives the episode an unique art style than others episodes.
They should have done it this way for the whole series

It's not the same to make one single episode to a whole season. The first episodes of part 3 have really good animation, but the quality decreased over time.

I hate it when people bring this up when talking about champion design. These people aren’t meant to be relatable, they’re legends. Real life Jotaro wouldn’t look so good, because I’m sure he doesn’r use skincare or beauty products, but in the context of this story everything is made more appealing.

I always saw this episode as Jotaro passing the Jojo torch to Josuke. Also the house they first find the rats in is so idyllic 90s it reminds me of Night Trap.

No he couldn’t. 1 second time stop isn’t 5 seconds. Dio has a 10 meter radius during his timestop. Try accurately guessing where he’ll be after the timestop.
The rat didn't either, instead it shot multiple shots so that one would hit.
No matter how many times you shoot at Dio, his radius is far greater than that of Jotaro.
Doesn't DIO have to have a range of over 20m with stopped time? What happened with Kakyoin doesn't make sense otherwise

Are you thinking that he only stops time in a determined range? The "range" is for stand manifestation. He stops the entire universe when using his ability.
I had thought they implied in the car chase scene that DIO wasn't close enough to reach them from over 10m away. I know the whole universe stops, but it seemed like they were saying he could only move 10m in his 5 seconds of stopped time.

part 4 is the prettiest part imo, and this episode is especially pretty

I wasn’t a huge fan of Part 4 at first (mainly due to the art style shift), but this is one of the episodes that turned it around for me. Altho i still think Jotaro made some uncharacteristically dumb mistakes when fighting the rat. He fought DIO, who was far more powerful, but almost died to a damn rat.

Jotaro could have taken out both the rats alone if he wanted to, but the point was to train Josuke to perform better under stress and learn to effectively use projectiles against opponents you can't get close to. Both of these lessons are very useful at the end of the story, so it's not like the Rat Hunting arc was for nothing.
I highly doubt Jotaro was getting hit on purpose to add stress to the situation. If he was, that’s way too risky and dumb. But i get what you’re saying
Jotaro for sure would have lost a limb or two against Ratt due to it's nature, but ultimately won. Him getting hit was because instead of shooting the Ratt, he had to act as a distraction so Josuke could do it.
He can literally stop time but used that ability in the dumbest way possible. For someone who had like a decade or so (i forget how long) to practice, he seemed to get worse at it

I mean, he did have Jolyne before the events of part 4 iirc. Between that and getting his PhD in Marine Biology, I would imagine that training to stop time for a few seconds would be the last thing on his mind.

Because time stop is a broken as fuck power and it would be lame if Jotaro used it to solve every problem so the story does everything in its power to keep that from happening.
True. I think that’s one of Araki’s greatest faults. He makes stupidly overpowered characters and then has to basically have them inexplicably disappear so they cant solve everything. It’s why Giorno only exists in part 5 and never shows up again
Surprised Jotaro sticks around as long as he does considering his power
Jotaro got hit because he intentionally caught the dart to learn what he could about his opponent. He was being bold and taking risks because he knew that he had Crazy Diamond to fall back on. Later on in the episode, he is coaching Josuke, but also is directing the fire at him for the same reason. Because Josuke cant heal himself.
In retrospective, it looks pretty similar to Stardust Crusaders’ artstyle

They probably put extra emphasis on it for returning Jotaro fan, plus it marks an important “passing of the torch” moment between Jojo’s.
I just realized something. Jatoro in part 3 stops a bullet from point blank range but cant dodge a bullet from severel meters in part 4.
He literally catches one of the rats bullets earlier in the episode, but it infects on contact so he can’t keep blocking. He also technically dodged all the shots, but it was the ricochets that he couldn’t do anything about iirc
He did also pull the trigger himself in part three.

What the person is saying is that he can catch bullets even without needing stopped time; (which is true but since the dart had the acid thing he was unable to catch it or block it anyways so he had to dodge using stopped time)
He catches the dart but it infects him. He later dodges multiple shots but they bounce and hit him from behind. Rat came up with a strategy to beat time stop on the fly. Rat could probably beat Dio.

It’s a shame how such amazing art direction is squandered on a plot-irrelevant filler episode. Imagine if this level of quality was used in the Killer Queen episodes.
