I’ll probably catch some flak for this, but I think the tail is far too long to be a badger. Looks like a porcupine to me, plus the classic waddle walk they do. Very high populations of porcupines in the Adirondacks and Catskills.
It’s a porcupine. It is their mating season right now, and males travel around looking for as many females in estrus as possible to mate with.
Make sure to keep an eye out when you’re driving at night! They’re quite slow moving.
No, I saw a badger. I had a woodchuck in my yard in New Hampshire. I'm used to them. The badger I saw was quite a surprise to us all. Granted, it's unusal, but the are know to be around in Maine, New Hampshire, and Pennsylvania. This was in the 70s, though.

Definitely a porcupine, I live across the border from your state, and this is the exact colouration and size of a momma porcupine I saw this summer.
